Works to services and OC resolutions

Blanksby v Owners Corporation 022369 [2015] VCAT 451 raises but unfortunately does not resolve an interesting issue, can a service provider demand more than is required by the OC Act to authorise works to services on the property?

An OC passed an interim special resolution to have individual check meters installed on each lot for the water supply. The interim resolution was not challenged and became a special resolution of the OC. However, the utility company, Yarra Valley Water indicated that it required a unanimous resolution of the OC to install separate meters to each lot. It would not act on a special resolution alone. It appears that the service provider can demand more than is required by the OC Act.
